Half of Promised Tsunami Aid Unfulfilled

According to figures from the U.N. Department for Aid and Development (UNDAD), about half of the aid promised by states, companies and individual donors to the surviving victims of the 2004 Asian tsunami has not been given yet.
On Dec. 26, 2004, a powerful earthquake in the Indian Ocean unleashed a tidal wave that hit 12 countries. The tsunami killed over 230,000 people and devastated entire communities.
Using UNDAD’s own database, the BBC has revealed that half of donated funds intended as aid to the region are still sitting in banks. The BBC said disaster victims made use of $3.3 billion of the promised $6,7 billion.
China tops the list of countries who haven’t kept their word. China promised to donate $301 million, yet only delivered $1 million to Sri Lanka.
Spain also made promises of $60 million and only sent $1 million to Sri Lanka. France sent only $1 million to the region instead of the promised $79 million.
Kuwait also pledged to help by donating $10 million to the Maldives Islands but has not spent anything yet.
The United States fares a little better. It has so far sent 38 percent of its promised amount.
According to the BBC report, of the $2.2 billion donated to the Red Cross worldwide, about $1.3 billion has not yet been spent; and of the 50,000 homes promised by the Red Cross, only 8,000 have been finished.

科威特當初承諾援助馬爾地夫1千萬美元，到目前為止連一毛都沒付。
美國情況稍微好一點。截至目前為止已經兌現了百分之38的承諾金額。
根據BBC的報導，紅十字會全球22億捐款中，約13億還未動用，而該組織承諾幫助的五萬受災戶裡，只有八千戶獲得實際援助。

中國對04年海嘯受災國進行了建國以來最大規模的對外救援行動。
中評社香港12月26日電／04年印度洋海嘯發生後，中國政府先後三次宣佈向受災國提供總額逾六億元人民幣的援助，目前援款已全部安排完畢，其他的各類援助項目亦已大部分完成。
據外交部網站消息，外交部發言人秦剛今天就中國政府關於印度洋海嘯的援助落實情況答記者問時表示，目前中國政府對海嘯受災國援款已全部安排完畢，承諾的各類援助項目大部分已完成，在建項目進展順利。
秦剛介紹說，2004年印度洋海嘯發生後，中國政府與人民感同身受，對受災國人民遭受巨大損失表示了深切的同情和慰問，進行了建國以來最大規模的對外救援行動。中國政府先後三次宣佈提供總額為68,763萬元人民幣的援助。
秦剛表示，中國政府和人民的義舉和善舉是中國“與鄰為善，以鄰為伴”外交政策的又一體現，受到國際社會的普遍讚賞和受災國政府和人民的感謝。中方將繼續同有關國家一道，落實好在建項目，為受災國家和人民重建家園作出貢獻。
